Which he can do. You can like it or not, but the law is firmly on his side. You challenge that and you're going to lose on the scene as these folks did and you're going to lose in court.

So if he's called to a noise complaint and there's a drunk, passed out 14 year old on the sofa but the music's off everything is good? Got it. I'm not saying that happened here, but to say his right to investigate ended when they turned the music down is wrong on every single level.

It is relevant in terms of the initial level of response. If you've had constant problems with a place, you don't send just one unit.
