Nope. The blocker neither hits with the crown of the helmet nor targets the head/neck area.

Easy call.

But RSJ did not "target the head/neck area" either. He hit the guy solidly in the shoulder. The helmet contact was clearly collateral to the shoulder contact. Exactly like the hypo.
