The rule clearly states that targeting is enforceable when the crown of the helmet is used. Hitting a player with the facemask is not supposed to be flagged for targeting or helmet to helmet contact.
Learn the rules before spouting off at the mouth.

I knowthe targeting rule, and that was targeting. He puts his head down at the last second and the collision is made with the crown to the earhole.
