It's more complicated than that. Butch was trying to preserve his redshirt for the whole season. Partly because of his academics, partly because last year was basically a wash year (even though we ended up exceeding expectations by a little bit - because of Dobbs). Worley was supposed to stay healthy. When he got hurt and Peterman (obviously) couldn't hack it. He had to burn it.

Even if you give Jones a pass for trying to redshirt him at the start of the season, everyone already knew Peterman was pathetic. It was stupid for Jones to start him against Alabama when you've already made the decision to play Dobbs in the game anyway.

Why was it so important to redshirt him? It made no sense. You would have had Dobbs for 2015 and 2016 regardless. So you're talking about whether or not you would still have Dobbs in 2017. Did Jones honestly think he couldn't recruit and develop another QB between now and then? Tennessee would have almost certainly beaten Florida and possibly would have come closer to Alabama. A win over Florida last year would have been the biggest shot in the arm Jones could have given that program, and he blew it.
