Cities and states can set their own minimum wages, they just can't be lower than the federal wage, currently $7.25/h. Washington currently has the highest state minimum wage at $9.47/h.

States yes, but your mileage may vary with local jurisdictions depending on the state. Not all give that level of authority to political subdivisions.
