Once again, the University was chartered in 1785. Before any other public university in the country. Atlanta or "Terminus" wasn't even a thought until the late 1830s. The site of the University for a while was basically in the North GA wilderness. Hell, the Creek and Cheorkee Indians were still being removed from the northern parts of the state until 1825.

Besides all the reasons listed above, Chattanooga didn't exist until the Cherokee were driven out in the 1830's (there's a breathtaking memorial of the Trail of Tears and the removal by the Aquarium up there). So, no, wrong once again.

There would be absolutely no reason for this. Not only was the city of Athens already established around the University and thriving by the mid-1800s, the Civil War meant 1.) no way was there money to spare on relocating a perfectly fine University location, and 2.) the Reconstruction era had Athens in prime location near the new capital of Atlanta.
