You're wrong. There is not first and second. The agent thing was in the police report filed that night, it is just not coming to light. It's not like his step-dad is changing his story or anything.

Yes, there is a first and second. First, he obviously gives the information in the police report, saying that he was arguing with the mother and this caused the incident. Second, after THAT fact, he changes his tune with the media apparently, telling the Clarion Ledger that he was arguing with Tunsil, no mention of the confrontation with the mother or the agents.
