No, he isn't transgender. That's the current buzzword that a lot of crossdressers are using to garner sympathy that they manipulate to their advantages.
Having one's sexual organ surgically altered is a monumental step that only the most severe of GID cases wish to undergo. Mere narcississists such as Jenner have no interest in going that far.

If we're going by current psychological profiles -- he is transgendered, he is not transsexual.
Transgender, I thought, encompasses all of those who are the opposite gender of what they portray.
A male who lives his life as a female (externally) is still a transgender, and a male who has hormone therapy and surgery is considered transsexual.
