A lot of judgments being made on the rule and its enforcement from a single tweet.
My guess is it will go something like this:
1) Player is dismissed for something that is tagged as serious misconduct.
2) If that player wishes to transfer to another conference school, that school and player can appeal to a conference appointed arbitrator of some sort. If there's reason for the misconduct to be downgraded or thrown out, the player will be allowed to transfer.
My guess is Zach Mettenberger would have won an appeal. Jonathan Taylor would not have.

I think if you play a year in Juco any bar to transfer should be nullified. If a school is willing to take a risk on the player, that's on the school, just like NFL owners take the risk of signing a player with character issues. The NFL doesn't ban players from the league for crimes, they suspend them. A year's "suspension" from big time football seems adequate IMO.
