The property is owned by the State of Alabama. Any effort by a local jurisdiction to enforce any type of ordinance would be met with (once the laughing stopped) a quick 'go frick yourself'.

So they just continue to pay an 88 yr old maintenance man $8,400/yr to mow the lawn and check on the plywood.....
