It has levels. The higher your GPA and ACT score, the more money you get. You can also pocket any excess. At least that's how it worked when I was in school. I got paid around $400 a semester to go to LSU and $800 when I transferred to SLU.

ETA: It was more of a stipend than a scholarship.
