That basically never happens. The people who get rich off of government are the people who are already rich. They're the ones who have quid pro quo relationships with legislators, campaign contributions for favorable legislation.

Especially those lazy stay-at-home mothers! How many 40-50 year old people who have never had a job are out there? I'm curious.
