Stafford was an excellent college QB, and showed a lot of promise early on in his NFL career, certainly much more than Russell.
And you mention 3 years - Aaron Murray was given the starting role in a QB-friendly offense as a redshirt Freshman and never faced any real competition.
Russell was a backup his redshirt freshman year, started over Flynn and Perriloux in his sophomore, and lit up defenses his junior year. He had unreal talent and an ability to put the ball exactly where it needed to be 70 yards downfield.
Aaron Murray could not do what Russell did, but Russell would have looked even better if he played at Georgia.

I'm not arguing with you. Russell was more talented. I'm just pointing out his stats were worthless in this context.
