Maybe semantics but hiring an architectural firm to design a stadium is hardly a "bid awarded for Dudy Noble Field".

For large projects such as these, bids are put out for various architectural and design firms to submit designs for the upgrades/new facilities. In this case, the particular firm won the contract bid to do the design. They will be paid a handsome sum for their work.

Once the designs have been submitted for review and approval, and approved, new bids will go out for contractors to submit their proposals to construct the facilities, and what the expected cost to do the work will be. The proposals will then be put up for new approvals, the budget for the work will be approved and set aside, and then the actual work begins...
