How many SEC titles in a row Fulmer would have won in the 90s?

He was the last coach to repeat as SEC champions.
Had he not also been taking down Bama and their cheating ways. Him as Tennessee AD would certainly be keeping an eye on Bama and getting the playing field level again.

Fulmer's record vs. Tuberville: 3-4
Fulmer's record vs. Saban: 1-4
Fulmer's record vs. Meyer: 0-4
He benefited greatly from facing a much worse batch of coaches during the 90s.
His numbers against Richt, Spurrier, Tuberville, Saban and Meyer are a combined 12-26.
Winning less than one out of three big games wouldn't cut it today. Although to be fair that is substantially better than Tennessee has done in football since he was there.

You left out a key element. Not only was he busy building a case against Alabama, he was also spending time running his own cheating system, sending money to Tee Martin through Diane Sanford, and cutting backroom deals to keep the heat focused toward Bama and away from his own dirty laundry. AND he had to spend time trying to keep Tennessee Stud's contact with players out of the newspapers.
