You know that's not what I meant.

Nope, only the ones who have attempted to harm them or are making moves that a reasonable person could perceive as an action that would be consistent with pulling a gun.

This all could have been avoided if the Criminal would have just complied with the cops. He got killed because of his actions prior to the cops using their weapons.!

Don't attack cops, don't throw rocks at them, don't resist arrest and run, don't make moves that could be interpreted as pulling a gun. It is really a simple concept.
