His parents are divorced. The LOI needs to be signed by the parents, and if one of them left the party without signing, they are now waiting for whichever parent to make it up to the school to do it.

Gotcha. Do both parents have to sign? Is there any rumored disagreement among the parents about the choice?
Sounds like you are saying it is just a simple administrative matter. I was hoping for more drama.
