Not particularly. It covers a wide range of content but we're dedicating a month of instruction to a small portion of the content on the test.
ETA: I don't feel that at this point African American history should outweigh any of the other content. That apparently pisses people off because it's not PC. And that's fine.

The whole month is just dedicated to Black History Month? I doubt that, though I can see the potential for overemphasis on the subject. The problem I see is such a high stakes test. The result is something like BHM being overly burdensome on teachers trying to keep their jobs.
You have a reasonable complaint, but it is due to the rules and expectations of the job. It could be German History Month and you'd have the same problem right?
