Anybody know what it's means by "criminal responsibility" for another person's actions?

Yes. Tennessee law makes it so that a lookout for a bank robbery can be charged with robbery rather than accessory or conspiracy for example.
They just have to be substantially involved in the crime.

It means that person encouraged or aided the other person in the criminal act

He was there, didn't try to stop it, or report it I presume.
