Yes. They are High School. This is no different than a regular US HS ripping off the logos from Pro and Collegiate teams.

In Mexico, many public and private universities also offer high school and middle school under the same brand. This High School program is a branch of the prestigious UNAM of Mexico City, so you bet your arse these are the kids of Mexico's upper class. As a matter of fact, only a select handful of schools offer American Football in Mexico, and most of them are private schools.

Check out Blue Springs, Mo high school, same power cat logo that Kstate uses, any wonder a lot of the kids pick Kstate.
