Those are "pods" designed to limit travel for higher seeded teams, particularly in earlier rounds. So duke gets to play in Charlotte and Arizona in Portland in the opening two rounds.
But since duke is the lowest rated #1 seed in this edition of bracketology, they are shipped out west for the regional (sweet 16 and elite 8).
Those directions you are seeing, (east, west, south, and Midwest) are where the regionals are located. We will be a pretty low seed and will have no impact on where we play. We got shipped west in 2011 as well.

Right, I get that. Just didn't know how valid it was that those cities were assigned to those regions. Apparently not very. Would be nice to actually be within traveling distance for a UGA tourney game but beggars can't be choosers. I'll just be happy with an appearance.
