The problem with those raw numbers is that A&M doesn't cover the entire state. Our footprint in New Orleans is as big as El Paso I would bet.
If you just take the city that feeds A&M (which is completely fair to do seeing as how Houston has more people in it than Arkansas) you will see numbers that hover closer to 25% for that demographic.

Greater Houston is 17% African American.
Likewise, if you take the main city that feeds into the University of Arkansas (the Little Rock metro area), you'll find that it is 21% black.
Houston metro - 17% black
Little Rock metro - 21% black
University of Arkansas - 5% black
TAMU - 3% black
If you really want to make a case for being more "SEC" or even more "Southern" because of your percentage of black people, well there are your stats, babydoll.
