Obama and Biden have visited Nashville a ton since they've been in office. I'm not surprised they're visiting Pellissippi as community college enrollment is up across the country and all kinds of programs have sprouted to boost it even more. They've also visited a lot of smaller schools and colleges in the state since Obama's election.

Beyond that it's pretty much the same as visiting UT in that the campuses are close enough to where you're drawing from the same population. It's not as though any of these events are closed off to students only.
