This might be a dumb question, but...
At one point can he not return to college? Could he say he is going pro, but change his mind in a week? I take it he can say he is declaring but he actually has to sign some sort of a document. I'm not sure the particulars of the process.

Technically but I guarantee you he's already talking agents so no.

He technically can't accept money, talk to agents or anything until after the bowl game.
