Victory Village and The Gardens are on campus. I don't think there's a prohibition against it. Its juts difficult to do except in the flatter areas. Victory Village is all pay-folks-to-set-up-your-shite type tailgating.

I think he meant it's technically still on campus. Yes the gardens is in campus but it's the very edge.
