How is the center eligible to catch a pass?

Can someone please tell me how the person hiking the ball can also catch pass?

He can't be covered up by anyone outside of him and he has to declare as an eligible receiver to the refs. Anyone have an overhead shot of the formation?

He didn't have to check in with the ref because he was wearing #82. Since he was the last man on the line of scrimmage, he was actually a tight end, making him an eligible receiver even though he snapped the ball.
