Certain jersey numbers are more popular depending on who is wearing them at the time, but not everyone buys jerseys because of current players.

Over the past few years, #8 and #11 were two of the most popular, for obvious reasons, but some people want to have a jersey with their favorite number on it (rather than the number of their favorite player), or if they want the number of their favorite player, that player might not be a current player.

So, without trying to figure out intent of every consumer who buys a jersey, it is hard to justify tying all revenue for a particular number to a current player for royalties, especially if it is a number that has been worn by popular players in the past.

The only way that I know of to do that is to add the player names to the jerseys. That way everyone knows exactly who the jersey is supposed to represent, and those players could then get royalties for jersey sales.
