it is. as it's worded, it's just meant to make sure people who vote are legal citizens 18 years of age, casting one single vote. to infer anything else is just looking for something.

again, to think it means that republicans are trying to stop people from voting, would mean that its detractors think that minorities and poor people are to stupid to figure out how to get an ID.

No one is arguing that people are too stupid to get an ID. It's the fact that ID's aren't free, so requiring one to vote is indeed like a poll tax. Poll taxes were specifically aimed at preventing black people from voting, so it's largely a symbolic thing.

Sure, a poor black person could probably scrounge for $25, but the photo ID laws reek of Jim Crow and that's a big reason people don't like them.
