I used to do a lot of business with the UGA AD (before I smartened up and sold my business) and while they had almost bottomless pockets the good 'ole boy network (which was why I was doing business with them...on the periphery admittedly but being any where near that much money and power is intoxicating) was very much alive and well....I bid a $6.5 million project once and was told unequivocally that I wouldn't get it no matter how low I was because it had already been "promised" to a better connected competitor.
