Only 1 instance in your recollection? That's hardly a problem 
I see what you're saying. I'd place it on the consumer's responsibility to deal with people that they trust but if this fixes stupid and they can actually force a scalper to go buy a license to sell then maybe it works.

one instance last year in my section alone. I have heard about it for years though.
