No conference, including the Big 12, is going to let one school have its own network

But that's where you're wrong.

Right now the Big 12 is fine with it, but wait until the new world of college football gets going. Big 5 playing only Big 5, schools forced to pay full cost of tuition plus profit sharing with athletes, and every Big 5 school making 50 million or more on tv revenue except for 9 schools in the Big 12. Some in the Big 12 like Iowa St will bend over and take it because they have no other option. OU will pack up and go though. You can't compete in recruiting while making half the revenue of your competitors. Texas will have to either give up the LHN to save its own conference or go independent.

I think what he is saying is long term, not just the present

I could see where 4 teams go to the PAC and they get paired networks. Say TX network for tu and TT while OU and OSU or OU and KU get paired in the other one. That seems to be the way the PAC is doing their system pairs united under the main network.
