what I figured with the exceptions:
A) include TAMU, because of recruiting
B) ND does not want neutral site games because of recruiting (SEC seems to prefer neutral site games currently)

Maybe when when they called they said "MSU is on the phone" and the ND AD replied "we just now got Mich St off the schedule, I don't want them on it again"
