The "excuse" of only playing 8 conference games is the same for both Leagues: each conference has 4 members that play an intrastate rivalry game. Those teams want to maintain the rivalry game and have the freedom to schedule 3 OOC games.
In general, the other major conferences don't have to deal with this issue.

In addition to the 4 yearly games
Florida vs Florida State
Georgia vs Georgia Tech
South Carolina vs Clemson
Kentucky vs Louisville
Many of the AC and SEC teams have strong "secondary" games.
ACC teams with 20+ games with SEC foes :
Clemson : 63 games vs Georgia and 49 games with Auburn,
Duke : 44 games vs South Carolina and 29 games vs Tennessee
Georgia Tech : as a former SEC they have long histories with most SEC schools
Miami : 55 games vs Florida
North Carolina : 30 games vs Georgia, 32 games with Tennessee, and 56 vs South Carolina
NC State : 57 games vs South Carolina
Virginia : 34 games vs South Carolina and 21 games vs Vanderbilt
Wake Forest : 56 games vs South Carolina
Virginia Tech : 20 games vs Kentucky and 20 games vs South Carolina
