This isnt about height and weight, its about muscle mass, biochemistry, etc.
Another interesting difference: Black people, especially black men, have a higher bone density. Most black people cant float on their backs like other races can and are also slower swimmers on average. Most lifeguard manuals make special note of being careful with black children and adolescents because, unlike white kids, they sink immediately when they go limp in water as opposed to whites who have to lose a significant volume of air from the lungs before they'll sink. A black child who cant swim can be on the bottom of a pool in a matter of seconds.

Muscle mass is also a huge part of that. A 6 foot 200 lb person with 2% body fat will sink like a rock compared to the same size but 20% body fat. That's why some of the best athletes in the world can't swim.
