Its both. American blacks, as a group, are more physically gifted than their white counterparts

I read a study several years ago. It basically said that the average black and average white were about the same when it came to avg. height and weight, but the bell curve for the African Americans was much flatter, meaning they had more on each end of the spectrum. I believe athletic ability would look about the same.

This isnt about height and weight, its about muscle mass, biochemistry, etc.

Another interesting difference: Black people, especially black men, have a higher bone density. Most black people cant float on their backs like other races can and are also slower swimmers on average. Most lifeguard manuals make special note of being careful with black children and adolescents because, unlike white kids, they sink immediately when they go limp in water as opposed to whites who have to lose a significant volume of air from the lungs before they'll sink. A black child who cant swim can be on the bottom of a pool in a matter of seconds.
