In one of those videos it sounds like the guy says something like "Oh God why did they get off the road? They knew better." And in his despair I believe he repeats that "why did they get off the road?"

This may sound dumb but I've never heard you were supposed to stay on the road. Only that you're not supposed to get under an overpass and that if you can - get out of the car and lay in a ditch.

Can anyone explain why he might've said that? Thanks.

I may have misunderstood but I thought he was saying something like why didn't they get off the road as in why were they out in the storm.

Never get under an overpass, if the tornado is close enough to affect you then the overpass becomes a debris trap and will beat the shite out of you.

sorry, I lost power just after posting and have a half-retarded phone. But Tilly seems to have just gotten some rain and straight line winds. Between there and Harrison there was a tornado, but no reports of damage so it may have not touched down except in the boonies.
