The only way to get the police departments' and AGs' attention is to hit them in their pocketbook for each wrongful conviction. The money paid for wrongful convictions should come directly out of their annual budget.

All this will do is increase the doling out of minor infraction citations to cover the cost (speeding tickets, littering, j-walking, etc.)
