If we were to build the bottom pic it would cost us an extra 35 million and add more seats than we can fill. Would you rather us use that 35 mil on the East and West sides? I would

bump it to an extra 50mil and do it all. Build it and maybe they will come. We could fill that which is about 72,000 I would think. At most 8 years and we could fill it.
