I don't think a police officer needs a sidearm if he is just on patrol. I don't understand why an officer needs a killing weapon just driving around the neighborhood.
In the UK they call in reinforcement with guns if a situation arises. It just works. People don't have to worry about trigger happy cops.

Officers on patrol routinely get called in as backup in violent situations where a firearm may be needed. There's nothing wrong with officers carrying firearms for their safety as well as for stopping violence. The problem is with the bad eggs who are undisciplined (at best) and evil (at worst).
