Really didn't have to do with being scared.... Birmingham has like 2-3 plow trucks at most. They didn't get the first til '93. The problem was the weatherman missed the forecast, then everyone was at work or school... then how do you get a bunch of people home from that with no plows, no salt, no experience driving in it, no cars equipped to drive in it, etc. Just a huge fricking mess.

This LINK explains our predicament the best that I've seen. One million vehicles trying to exit a city that already has terrible traffic, even in the best of conditions. We have bad traffic if the sun is too bright.
