The problem down here is:
A) no salt.
B) no salt trucks.
C) no plan to get salt out on the roads before salt is needed.
D) No scrapers.
E) No scrapers on trucks.
F) No pan to have scrapers on trucks where needed.
Repeat as many times as necessary.

G) Most of this state sucks enough at driving in rain, add in snow/ice and everyone immediately rams a guard rail

And what is the cost to purchase, store, and maintain all of this bullshite........that might be needed once every three or four years for a half inch of snow?.....Who pays?
