So if LSU wins, every restaurant in SEC country gets this promotion? That's a brilliant promotion if true.

Why do you think that? The OP says "participation may vary" so I think it's more than likely that it's only in those 2 cities, or maybe even states.
I doubt if I go to an outback in atlanta and ask for a free bloomin onion because LSU won they'll have any clue what I'm talking about.
