ACtually, I sort of agree. While the state of Georgia has a lot of talent, UF and FSU are much closer than AThens in the southern quarter where a lot of the best non-ATL big high school programs are based. In the west, AU is far closer to the Columbus metro region. UT is on the doorstep in the north, and ATL is simply about as transient a city as possible with very little if any instate loyalty ties. ALl these schools have very large alumni and support bases in these areas as well.
Add in that the administration doesn't want to oversign, has a tendency to block commits from being admitting if they don't feel they're moral enough or they question their standardized test scores, and they don't feel the need to fund a massive recruitment department.
So, in effect, UGA gets to scout a huge number of instate talents with a relatively limited staff with very few having any great loyalty to a state institution that has become the University of Atlanta more than the rest of Georgia, all the while having to deal with the hurt feelings from these same kids who think that the moment the UGA staff offers another kid before them, they are being disrespected.

Reads like a Memphis State problem ... Memphis State being the hub of the midsouth has had coaches complain about a similar problem while Arkansas, Ole Miss, Bama, Tennessee, et al comes in and butt raps them each year.
