Tennessee doesn't have the instate or regional talent base to warrant being much higher. People underestimate how difficult it is to recruit at Tennessee. Sure their budget is incredible, but they're not exactly in the heart of the deep south where most of the elite talent resides. They shouldn't be any higher.
