The purpose of the rule for eligible receivers is to prevent blatant picks of defenders covering receivers. There are rubs all the time but the rule is there to prevent picks. Moseley wasn't in pass coverage...matter of fact he had started pursuing Marshall when Prosch blocked him. By that time, Coates was at least 15 yards downfield. There were no other receivers on that side of the field, except Prosch himself. If the ball had been thrown to him, then that's obvious offensive interference. But the pass was thrown at least 15 yards downfield. No way Moseley has a shot at defending that pass.

The point is Prosch was blocking downfield and he was an eligible receiver. The purpose of the Olinemen being 3 yards and him being further was to deceive the DB's into coming up.

Penalties are called all of the time away from the ball.
