It took the BCS top 25 frozen at a certain point of time before bowl games and then ranked them academically. If you weren't in the top 25 BCS rankings at the time you didn't get ranked.

That is what it indicates...but I don't ever remember Utah State or San Jose State being ranked in the top 25. or Kent State, for that matter. Something isn't quite right. It looks like they are talking about the top 25 ranked football teams....but it means the top 25 ranked football teams academically.
