I wouldn't call it a dirty hit, but it should have been a penalty. Throwing a QB to the ground when he's already gotten rid of the ball should be a personal foul, right?
Football is a rough game, this stuff happens. Franklin's shoulder was always going to be prone to re-injury - shoulder injuries always are. It sucks, and I hate it, but I'm not going to call that a cheap shot.
ETA - I am going to hope and pray that after he has an MRI it shows it's not as bad as they thought.

Now I'm just hoping the injury isn't as bad as the early reports are saying it is.
