Seriously? You've just described Missouri.
A point of pride in St. Louis is that it's a big small town - primarily because the people care and want to keep things friendly and polite. The spreading violence of the gang culture of the inner city is sadly testing that ethos, but the area is putting up a brave front.
Huh, I guess we're Southern after all...
