The team that loses to a team that vacates games still has that game counted as a loss.
No they would not play the SECCG with a 2-0 record.
ETA - forgot the loss part - losses aren't vacated - they're still counted as losses.

So they would have a higher winning % than all other teams?
Please explain how the selection of west rep would work if not winning % ?
