I'm not sure I've heard anyone make this argument or how anyone feels like they have a handle on his recidivism rate.

The Perriloux and TM stuff was kept largely out of the public realm before they were dismissed. My assumption has been there are a lot more instances of kids testing positive for pot or getting in trouble for fighting, grades, etc that we don't end up hearing about.
